“America likes to watch.”

In New York City, two Eastern European criminals arrive to collect their share of a heist, and one of them, Oleg, steals a video camera and starts filming everything they do. Homicide detective Eddie Flemming (Robert De Niro) and fire marshal Jordy Warsaw (Edward Burns) are assigned the killing and the fire that follow. John Herzfeld lets the footage run on camera, a lens trained on two cops, the tape rolling.
