Havana in 1950 is full of refugees waiting on papers that never seem to arrive, and Marianne Lorress (Hedy Lamarr), a concentration-camp survivor, is one of them. Peter Karczag (John Hodiak), an undercover immigration agent working under another name, uses her to get close to the ring that smuggles people into the United States. Joseph H. Lewis shows how little a person can do when the only road out runs through someone else's hands.
