“Every man has his price... and every woman pays it.”

Paris in the Napoleonic era, and Eugène François Vidocq (George Sanders) is a smooth-talking criminal who has found a way into the office of prefect of police. Douglas Sirk follows him among the women in his life, Therese De Pierremont (Signe Hasso) and Loretta de Richet (Carole Landis), and the men who run the city's law. Sanders stands in his borrowed position, easy and amused, a thief wearing the uniform of the people who should be chasing him.
