“Unmeasured ultimate power, He is the Last Hope!”

In modern-day Seoul, Sang-hwan (Ryoo Seung-bum) joined the police to help the downtrodden, and gets little respect for it. Ryoo Seung-wan sets the fights loose across the city, with Sang-hwan stumbling through them in his rumpled cop's clothes.
