Dr. Richard Sturgess (Ray Liotta) wants his team at a veterans' hospital to give patients the care they need, even as funding is cut and the administration looks the other way. Howard Deutch follows Sturgess and Dr. Peter Morgan (Kiefer Sutherland) as they decide how many rules they are willing to bend. Article 99 is the regulation that keeps veterans from the benefits they were promised, and the question here is who pays for that.
