In Berlin in 1929, the traffic never stops, and Wachtmeister Albert Holk (Gustav Fröhlich) keeps order at one of its busy intersections. Joe May follows him after he catches Else Kramer (Betty Amann) trying to steal a precious stone, and she sets about seducing the officer who caught her. Albert lives with his parents, his father a Hauptwachtmeister too, and he has never met anyone like her.
