Mike Canfield (Wayne Crawford) wants answers about the barracudas that have started turning up in the waters off a small Florida coastal town. Harry Kerwin shoots the place in grainy light, with Sheriff Ben Williams (William Kerwin) and Dr. Elliot Snow (Jason Evers) moving between the shoreline and the town's quiet streets. Under the surface, the fish are chemically induced and aggressive, and the water goes dark where the swimmers are.
