Nick Condon (James Cagney), an American newspaper editor in Tokyo in the 1920s, wants the one story that could be printed and not forgiven: the Japanese government's secret plan for conquering the world. Frank Lloyd sets him against Premier Tanaka (John Emery) and Colonel Tojo (Robert Armstrong), with Iris Hilliard (Sylvia Sidney) beside him. Cagney moves through Tokyo with a fighter's quick shoulders and a hand never far from his coat.
