“It's only a state of mind.”

A clerical error sends an innocent man to his death in place of the wanted terrorist Harry Tuttle (Robert De Niro), and Sam Lowry (Jonathan Pryce), a low-level bureaucrat, is handed the file. Terry Gilliam lets Sam slip away from his desk into a recurring daydream where he is a hero rescuing a woman. When she turns up in real life, helping her pulls him in, and the same forms and officials that wrecked one man's life now have Sam's name in front of them.
