“War is hell... but peace is f*#!%!! boring.”

Ray Elwood (Joaquin Phoenix) is a supply clerk on a U.S. Army base in West Germany in 1989, and he runs a black market out of the motor pool while the new commander, Colonel Berman (Ed Harris), tries to tighten discipline. Gregor Jordan keeps the barracks hazy and the paperwork thick. Then Ray starts seeing Robyn Lee (Anna Paquin), whose father, Sergeant Lee (Scott Glenn), is the one man on base who would be glad to catch him.
