“What this film exposes about undercover vice cops can't be seen on your television set.”

Nobody at the Los Angeles vice squad will say why Carl Rizzo, a local mobster, is supposed to be left alone. Detectives Michael Keneely (Elliott Gould) and Patrick Farrel (Robert Blake) go after him anyway, ignoring the order to lay off and working the street by their own rules. Peter Hyams, in his first feature, puts the two of them in a cheap car, and Keneely and Farrel keep going while the department leans on them to stop.
