“They're not staying down there anymore!”

George Cooper (John Heard) is a New York photographer with a girlfriend, Lauren (Kim Greist), and a growing file of people who have gone missing near the sewers. Douglas Cheek sends him down to find out who is living there, joined by a cop and A.J. "The Reverend" Shepherd (Daniel Stern), a bum who seems to know more than he says. George keeps taking pictures of things nobody upstairs wants to see.
