“The one who never gives up awakens.”

Brooklyn, during the Second World War, and Steve Rogers (Chris Evans) is a small, sickly man who keeps trying to enlist and keeps getting turned away. An experiment turns him into a super-soldier, and Colonel Phillips (Tommy Lee Jones) sends him after the Red Skull (Hugo Weaving), who heads Hitler's weapons division. Joe Johnston stages the war as a wartime adventure serial, with Peggy Carter (Hayley Atwell) and Bucky Barnes (Sebastian Stan) beside Steve.
