In the Flemish town of Boom in 1616, the annual festival is half organized when word arrives that the Duke of Olivares (Jean Murat) is coming to rule over it for the King of Spain. The men panic and hide. Madame Burgomaster (Françoise Rosay) leads the women in deciding to welcome the Spaniards, with Jacques Feyder following a town that has staked its safety, its pride and its husbands on one nervous visit.
