In 1963, Crippled Ho (Donnie Yen) slips over the border from Mainland China into British-ruled Hong Kong, an illegal immigrant with nothing and no way back. Wong Jing and Jason Kwan put him among the city's corrupt police, among them Lee Rock (Andy Lau), and the drug trade that pays everyone around him. Ho means to rise fast in a world with no room for a man like him, and the price of failing is his life.
