Lieutenant Viktor Burakov (Stephen Rea) is handed the bodies of children and women found across the Soviet countryside in the 1980s, and a killer no one in authority will admit exists. Chris Gerolmo follows him through the files, the forensic reports and Colonel Fetisov's (Donald Sutherland) quiet backing, while the state blocks him at every turn. The film shows how a system built on appearances can protect a murderer.
