“Fear is the most dangerous power.”

Connor Reed (Robbie Amell) swings a hammer on construction sites in Lincoln City, where people with powers earn almost nothing and a heavily armed police force watches them. His mother, Mary (Kari Matchett), is sick, and his pay will not cover what she needs, so he takes work with a gang run by Garrett (Stephen Amell). Jeff Chan builds the story around people whose gifts are treated as a problem to be managed, and not as anything worth having.
