“There is no honor in revenge.”

Colonel Robert Sikes (Steven Seagal) goes after his city's street gangs, mobsters and politicians alone, working in stealth and showing no mercy to anyone in his way. His former protégé William Porter (Craig Sheffer) joins the local police to stop the man who trained him. Michael Winnick's thriller sets the two against each other, and Sikes keeps to his mission no matter who it puts in his path.
