Contract to Kill

“War has no borders.”

John Harmon (Steven Seagal) is a CIA and DEA enforcer who works the cases other agents are told to leave alone. After Arab terrorists are captured in Mexico, he flies to Istanbul with FBI agent Zara Hayek (Jemma Dallender) and spy-drone pilot Mathew Sharp (Russell Wong). Keoni Waxman sets them against a plot to move weapons and leaders into the U.S. along the Sonora smuggling routes, and Harmon has to find a way to turn the two groups on each other.
