Crayon Shinchan the Movie: Roar! Kasukabe Animal Kingdom

Kasukabe is an ordinary Japanese suburb until Misae (Miki Narahashi) and Hiroshi (Keiji Fujiwara) start turning into animals, with a baby sister, Himawari (Satomi Korogi), still to be looked after. Shinnosuke (Akiko Yajima) blames the environmental extremists behind it and sets out to undo the damage, in a film directed by Akira Shigino. Shin-chan can drive his parents up the wall, but he gets to the rescue the only way he knows, loudly and without a plan.
