No one in the courtroom will say which boy threw the punch that knocked a kid out cold, and so the whole gang of slum teenagers, Frankie Warren (Billy Halop) among them, is sent to a reformatory run by two cruel guards. Lewis Seiler directs Humphrey Bogart as Mark Braden, the new deputy commissioner who arrives meaning to change the place. Frankie's sister Sue (Gale Page) helps him, and what grows between her and Braden is tied up with her brother's fate.
