Every day, people from around the world arrive in Los Angeles with a picture of a better life and little idea what it will cost them. Max Brogan (Harrison Ford) and Cole Frankel (Ray Liotta) enforce immigration law in that city, and the cases that cross their desks test how much humanity the job allows. Wayne Kramer, expanding his own 1995 short, follows the border, the forged papers, the green card lines and the work-site raids as one story with many people in it.
