“There's a thin line between catching a criminal... and becoming one.”

Russell Stevens Jr. (Laurence Fishburne) has wanted to be a cop since he was a boy, and he volunteers for an anti-drug squad that sends him into Los Angeles as the dealer John Hull. Bill Duke follows him up the chain from street corners toward the cartel's top, where he is working for a Colombian foreign minister's nephew. Along the way he gets close to the lawyer David Jason (Jeff Goldblum), and the two men start to depend on each other.
