“Their turf. Their game. Their rules. They didn't count on HIS law...”

Dick Tracy (Warren Beatty) wants Big Boy Caprice (Al Pacino) and the mob he has united under one roof put away for good. Tracy also has Tess Trueheart, a young street kid named Kid he has begun to look after, and Breathless Mahoney (Madonna), who makes advances he can't easily wave off. Beatty directs, and every case Tracy takes now puts the people closest to him in Caprice's path.
