Dick Tracy (Morgan Conway) has a killer to find, and the city's police files hold little to go on. His girlfriend Tess Trueheart (Anne Jeffreys) offers to help, so Tracy puts her in the middle of the hunt for a homicidal maniac. Gordon Douglas runs the chase through the 1946 comic-strip world, with Tracy and Pat Patton (Lyle Latell) working the case from one lead to the next.
