John Dillinger (Warren Oates) wants the banks, and he wants the country to watch him take them, until the newspapers turn a bank robber into a folk hero. After a shoot-out leaves five FBI agents dead in Kansas City, Melvin Purvis (Ben Johnson) is sent to hunt him down. John Milius, making his directing debut, follows Homer Van Meter (Harry Dean Stanton) and the gang as Dillinger becomes Public Enemy Number One.
