San Francisco in 1971 is a city on edge, and a sniper who signs himself Scorpio has started picking people off its rooftops. Don Siegel puts Inspector Harry Callahan (Clint Eastwood) on the case, a cop with a reputation for taking no prisoners, working with the younger Chico (Reni Santoni) while the Mayor (John Vernon) leans on everyone. Harry doesn't talk much about any of it, and he keeps going after the man without waiting for permission.
