Piccolo (Toshio Furukawa), the green-skinned Namekian who once fought Goku and now looks after Gohan's daughter Pan, is pulled into a fight he did not go looking for. The Red Ribbon Army, destroyed by Goku long ago, has returned with two new androids, Gamma 1 (Hiroshi Kamiya) and Gamma 2 (Mamoru Miyano), built for revenge. Tetsuro Kodama sets Piccolo beside his former student Gohan (Masako Nozawa), and the film is mostly about how much those two lean on each other.
