Jerry Shaw (Shia LaBeouf), a mild-mannered file clerk, receives a phone call from an unknown woman who tells him to run. Rachel Holloman (Michelle Monaghan), a single mother across the city, gets the same order with equal urgency. The woman tracks them through surveillance cameras and cell networks, forcing them deeper into a conspiracy that reaches the highest levels of government.
