Johnny Kovak (Sylvester Stallone) is a Cleveland warehouse worker in the 1930s who wants a fair deal for the men loading trucks beside him. He joins the Federation of Inter-State Truckers and rises through its ranks, organizing strikes under Norman Jewison's direction. As his methods harden and the Mob moves close, Senator Andrew Madison (Rod Steiger) starts digging, and everything Johnny built is at risk.
