Ghost in the Shell: Arise - Border 4: Ghost Stands Alone

Nobody can say who is behind the cyberbrain infection spreading through New Port City in the winter of 2028, only that someone called the "Fire Starter" released it. Motoko Kusanagi (Maaya Sakamoto) and her independent unit step in while demonstrations over foreign cartels end in a shooting involving riot police. Susumu Kudo and Kazuchika Kise leave Kusanagi to follow the trail toward two ghosts, a "tin girl" and a "scarecrow man."
