The squad has been closing in on the broker behind the Fire-Starter, only to be ordered to stand down and watch a sting operation from the sidelines. Kazuchika Kise and Masahiko Murata set it among the men and women under Daisuke Aramaki (Ikkyu Juku), with Motoko Kusanagi (Maaya Sakamoto) pressed to hold her position. Batou (Kenichirou Matsuda) waits beside her, the operation unfolding somewhere beyond what the squad is allowed to touch.
