Akane Yashiro (Yumiko Shaku), a pilot in the Japan Self-Defense Forces, needs a way back from a mistake that has shamed her, and she gets her chance when a new Godzilla comes ashore at Tateyama. The government's answer is Kiryu, a cyborg built from the bones of the original monster. Masaaki Tezuka puts Akane in the cockpit beside a machine that seems to carry the old creature's restless spirit.
