Ma Zouri (Jiang Wen) is a restless schemer in 1920s Shanghai who sets out with Xiang Feitian (Ge You) to stage the Flowers Competition, a beauty pageant the whole city talks about. When Wanyan Ying (Shu Qi) wins the crown, the gala that was meant to make them rich begins to carry a much heavier price. Jiang Wen directs, and with the city's elite watching, the two partners have more to lose than money.
