Johnny "Red" Cave (James Cagney), an inspector for the New York Department of Weights and Measures, starts checking the scales and the meat in his city and finds merchants paying off the men above him. Janet Henry (Mae Clarke) and his fellow inspectors are around him as John G. Blystone follows the job from one shop counter to the next. The question is how far one honest man gets when his city runs on small bribes.
