“As a cop, he has brains, brawn, and an instinct to kill.”

In 1990s Hong Kong, gun smugglers run a trade that the police have been unable to stop. Inspector "Tequila" Yuen (Chow Yun-Fat) loses his partner in a shoot-out with them, and he takes the case as a personal debt. John Woo sends him toward the ring's leaders alongside Alan (Tony Leung Chiu-wai), an undercover cop working as a gangster's hitman, and both men have to decide how much force the job is worth.
