Chesty O'Conner (James Cagney), a loud, cocky crane operator, has no interest in the Navy until he enlists for a reason that has nothing to do with the sea. Lloyd Bacon sends him aboard under Biff Martin (Pat O'Brien), a petty officer who is not about to put up with him. Chesty fights and talks his way through the ranks, and the girl he came for is only part of what keeps him there.
