Ellsworth "Bumpy" Johnson (Laurence Fishburne) is a Harlem gangster who takes over the numbers racket in 1934 after Madam Queen (Cicely Tyson), the woman who runs it, is arrested. Dutch Schultz (Tim Roth), a mobster with no patience for anyone's territory, moves in to take it from him. Bill Duke stages the story as a nightlife crime saga, with a quick pulse and Harlem's clubs and street corners carrying the energy.
