Sicily, 1925. Mussolini sends Cesare Mori (Giuliano Gemma), a prefect as honest as he is hard, to Palermo with orders to break the Mafia. Pasquale Squitieri follows Mori through the island's villages and offices as the case grows wider with each name he chases. Beside him stands Anna (Claudia Cardinale), whose bond with the prefect tests how much he can trust anyone around him.
