Henri Volney (Yves Montand) is a state prosecutor who sits on the committee that investigated the assassination of President Marc Jarry. The committee has signed off on its final findings, and Volney is the one member who refuses. Henri Verneuil follows him as he goes back through the evidence alone, the case file open in front of him.
