In a West German city of 1989, a totalitarian government controls every channel of the media, and a skyscraper has become the target of a string of bombings. Police Lieutenant Jansen (Rainer Werner Fassbinder) is the homicide detective sent in, and what he turns up reaches a good deal further than the bombs. Wolf Gremm sets the investigation to a Tangerine Dream founder's synthesizer score, with Fassbinder playing Jansen in a rumpled coat.
