Counterfeit bills are turning up in Hong Kong, and the trail leads to a newspaper editor named Wong Tak (Ronny Yu), whose own presses may be printing them. Cindy (Cynthia Rothrock), an American FBI agent, flies in to find out, joining a rival reporter and an undercover officer (Chin Siu-Ho) in the case. Mang Hoi's story shifts when the prosecuting lawyer is kidnapped, and the officer's father is now the one in danger.
