“Sometimes the most dangerous fires burn without flames.”

In Hong Kong in 1997, a fire station runs on the habits of its crew, and Chief Yau Sui (Lau Ching-wan) is the cocky one who ignores the danger. Raymond Cheung (Alex Fong Chung-sun) is the newcomer, with Dr. Annie Chan (Carman Lee Yeuk-tung) caught up in their world. Johnnie To puts them at the edge of a giant, volatile blaze, where Yau, who can't face his own past, has to work beside the boss he clashes with.
