Rico Bandello (Edward G. Robinson) is a small-time hood who wants more than holding up gas stations. He wants a seat at the top of the organization. Mervyn LeRoy follows him as he shoots his way up through the ranks, pulling his friend Joe Massara (Douglas Fairbanks Jr.) along with him. Every rung he climbs puts him closer to Big Boy (Sidney Blackmer), and nobody stays at the top for free.
