The location of the Lupin family treasure is written inside a dictionary that once belonged to Napoleon Bonaparte. It now sits as the prize in a historic motor car race. Osamu Dezaki sends Arsène Lupin III (Yasuo Yamada) and Daisuke Jigen (Kiyoshi Kobayashi) into the field against the world's superpowers, with Inspector Zenigata (Gorō Naya) on their tail. Win the race or steal the book, and the fortune his grandfather left behind goes to whoever gets there first.
