Gangsters and other men the courts could not hold are turning up dead across San Francisco, shot in their cars and in the street. Inspector Harry Callahan (Clint Eastwood) is sent after whoever is doing it, and the trail points toward Lieutenant Briggs (Hal Holbrook) and the uniformed cops around him. Ted Post shoots it in the flat, grainy light of early-70s San Francisco, with Lalo Schifrin's score carrying the tension.
