In 1960s London, John McVicar (Roger Daltrey) goes from a boy in trouble to an armed bank robber, and the press names him Britain's Public Enemy No. 1. Tom Clegg follows him into a high security prison, where Walter Probyn (Adam Faith) is among the men inside and Sheila McVicar (Cheryl Campbell) is waiting outside. The question running through it is plain: whether a man can be held in a cell, and whether he can change.
