John Cassellis (Robert Forster) films riots and shootings for a Chicago TV station in the summer of 1968, and he has learned to keep the camera steady and his feelings out of it. Then he finds out his network has been letting the FBI go through his footage to identify suspects. Haskell Wexler, a cinematographer directing his first feature, shot the story among real crowds, so the actors move through events that were actually happening.
