“Urban Warfare... Suburban Warfare... This Whole City Is Going DOWN!!!”

Shogo Yahagi (Kazuki Yao) wants an ordinary life, hanging out with his biker gang and his girlfriend Yui (Maria Kawamura), but he still holds the same convictions about the shadow government running Megazone 23. When EVE (Kumi Miyasato) calls for his help, he learns where the Garland bike has been hidden. Ichiro Itano's story turns on who gets to control the city's weapons, and what a place will do to protect itself.
