“Two garbagemen who know when something smells funny!”

A city councilman turns up dead in a trash can on the route of two garbage men. Carl Taylor (Charlie Sheen) and James St. James (Emilio Estevez) can't leave the body where it is, and they can't hand it to the cops either. Estevez, who also wrote and directed, makes the pair's easy, bickering loyalty the thing that holds up the whole mess.
